EPF Advance for Education & Marriage 2026: Form 31 (Para 68-K) Rules
Funding higher education or planning a wedding are two of the most significant financial milestones in a person's life. To help members meet these major expenses without falling into a high-interest debt trap, the Employees' Provident Fund Organization (EPFO) allows partial withdrawals from your PF corpus.
Under the 2026 consolidated framework, withdrawals for these purposes fall under Paragraph 68-K (Essential Needs) of the EPF Scheme. While the EPFO recently introduced faster processing for these claims, the statutory eligibility conditions remain strictly defined.
Here is the complete compliance guide to understanding your eligibility, the new 2026 withdrawal caps, and how to successfully process an education or marriage advance through the Unified Portal.
Statutory Eligibility: The 7-Year Service Rule
Unlike medical emergencies (which require no minimum service), withdrawing funds for marriage or education requires a proven track record of EPF contributions. To qualify under Para 68-K, a member must have completed a minimum of 7 years of total EPF service.
Note: This 7-year period does not need to be with a single employer. If you have transferred your PF accounts when switching jobs, your total cumulative service duration is counted.
Who can you withdraw for?
- For Marriage: You can apply for an advance for your own marriage, or the marriage of your son, daughter, brother, or sister.
- For Education: You can apply for the post-matriculation (post-10th standard) education of your son or daughter. (You cannot withdraw for your own education or a sibling's education under this specific clause).
The 2026 Withdrawal Limits & Frequencies
The EPFO has strict caps on how much you can withdraw to ensure your retirement corpus is not entirely depleted.
The 50% Limit: Under the statutory rules, the maximum amount you can withdraw is restricted to 50% of your own share of contributions (the Employee Share) plus accumulated interest. The employer's contribution and pension (EPS) share cannot be touched for this purpose.
The 25% Mandatory Retention Rule: Under the sweeping 2026 EPFO 3.0 reforms, an overarching safety net was introduced. Regardless of the 50% employee-share calculation, at least 25% of your total accumulated EPF corpus must remain in the account. Your final approved advance will be the lower of these two constraints.
How many times can you apply?
The 2026 guidelines have clarified the lifetime limits for Para 68-K advances:
- Education Claims: Permitted up to 10 times over the lifetime of the account.
- Marriage Claims: Permitted up to 5 times over the lifetime of the account.
The ₹5 Lakh Auto-Settlement Advantage
One of the biggest upgrades to the EPFO IT infrastructure is the expanded auto-settlement system for Essential Needs.
Claims filed under Para 68-K for amounts up to ₹5,00,000 are now routed through the automated system. If your UAN is fully KYC-compliant (Aadhaar, PAN, and Bank details verified) and you meet the 7-year service requirement, the system can auto-approve and disburse the funds within 3 working days. Claims above ₹5 Lakhs will still undergo manual verification by the regional office.
How to File a Para 68-K Claim Online
Under the new paperless framework, employer attestation is generally unnecessary for Aadhaar-based online Form 31 claims. You can apply directly through the member portal.
- Log into the Member Portal: Access the EPFO Unified Member Portal. Enter your UAN, password, and complete the Aadhaar OTP authentication.
- Verify Service History: Go to the View tab and select Service History to ensure your cumulative service reflects at least 7 years.
- Initiate the Claim: Navigate to the Online Services tab and select Claim (Form-31, 19, 10C & 10D).
- Verify Bank Account: Enter the last four digits of your registered bank account number, click Verify, and accept the Certificate of Undertaking.
- Select Form 31 and Purpose: Click Proceed for Online Claim. Select PF Advance (Form 31). In the purpose dropdown, select either Marriage or Education.
- Enter Amount & Upload Proof: Enter the required amount. You must upload a clear, scanned PDF of a cancelled cheque or bank-attested passbook showing your name and IFSC. (Depending on current portal prompts, a scanned copy of the wedding invitation card or the educational institute's fee estimate may be required as supporting documentation).
- Submit via Aadhaar OTP: Check the self-declaration box, generate the Aadhaar OTP, and submit your claim.
Troubleshooting Common Para 68-K Rejections
If your claim is rejected, it usually traces back to one of these three compliance issues:
- Insufficient Service History: If you did not transfer your previous PF accounts to your current UAN, the system will only see your current employment duration. You must submit a Form 13 transfer request to merge your accounts and prove 7 years of service before applying.
- Missing Names on Cheques: If the cancelled cheque you upload does not have your name printed on it, the automated system will reject the claim. Use an attested bank passbook instead.
- TDS and Form 121: While advances are generally tax-free, if your total service is somehow calculated as less than 5 continuous years (due to gaps/non-transfers) and the amount exceeds ₹50,000, TDS may apply. Note that as of April 2026, the old Form 15G/15H has been replaced by the single Form 121 for TDS exemption declarations.
