EPF Advance for Housing & Home Loans 2026: Form 31 (Para 68-B & 68-BB) Rules

Published: Oct 12, 2026 • Reviewed by Senior Compliance Retainer Panel

Buying a home or clearing an outstanding home loan are two of the most capital-intensive financial goals for any salaried employee. Recognizing this, the Employees' Provident Fund Organization (EPFO) allows members to leverage their retirement savings to secure housing.

Under the newly consolidated 2026 framework for Housing Needs, property-related withdrawals are governed by two distinct statutory provisions: Paragraph 68-B (for purchasing or constructing a property) and Paragraph 68-BB (for repaying an existing home loan).

Because housing advances involve large sums of money, the eligibility criteria and documentation requirements are strictly enforced. Here is the complete compliance guide to navigating these rules without facing claim rejections.

1. Purchasing or Constructing a House (Para 68-B)

If you are planning to buy a plot of land, purchase a ready-to-move-in flat, or construct a house, your claim falls under Paragraph 68-B.

The 5-Year Service Rule

To be eligible for an advance to buy or build a property, you must have completed a minimum of 5 years of continuous EPF service. (If you have changed employers, your previous service periods count, provided you successfully transferred your PF accounts using Form 13).

Withdrawal Limits for Purchase/Construction

Your maximum withdrawal is capped at the lowest of the following three calculations:

  1. For a Plot/Site: Up to 24 months of your basic wages + Dearness Allowance (DA).
  2. For a House/Flat Construction: Up to 36 months of your basic wages + DA.
  3. Total Corpus Limit: Your own share plus the employer's share (with accrued interest).
  4. Actual Cost: The actual total cost of the property or construction.

Statutory Condition: The property must be registered in the name of the EPF member, the member's spouse, or held jointly by both. Property held jointly with siblings or parents does not qualify.

2. Repaying an Existing Home Loan (Para 68-BB)

If you already own a house and are servicing a home loan taken from a nationalized bank, registered housing finance company, or approved state agency, you can withdraw PF to pay down the principal and interest under Paragraph 68-BB.

The 10-Year Service Rule

Unlike the purchase provision, utilizing your PF to repay an existing home loan requires a much longer contribution history. You must have completed a minimum of 10 years of continuous EPF service.

Withdrawal Limits for Loan Repayment

The maximum advance allowed for home loan repayment is the lowest of the following:

  1. Up to 36 months of your basic wages + DA.
  2. Your own share plus the employer's share (with accrued interest).
  3. The total outstanding principal and interest on the home loan.

Strict Lender Documentation Required

Because these claims are routed directly to the lending institution or require stringent verification, you must obtain a certificate from the lending agency (Bank or NBFC). This certificate must explicitly state:

  • The outstanding loan principal and interest amount.
  • The loan account number.
  • The IFSC and bank details of the lending institution where the EPFO must route the funds.

The 2026 Rule Updates: 25% Mandatory Retention

Under the sweeping EPFO 3.0 reforms implemented in 2026, a major safeguard was introduced to protect retirement wealth. Regardless of the 24-month or 36-month basic wage calculations mentioned above, at least 25% of your total accumulated EPF corpus must remain in your account.

Your final approved housing advance cannot exceed the amount that leaves this 25% floor intact.

How to File a Housing Claim Online

Housing withdrawals are high-value transactions and do not fall under the rapid ₹5 Lakh auto-settlement system used for medical emergencies. They require manual scrutiny of property and loan documents by the regional EPFO office.

  1. Log into the Member Portal: Access the EPFO Unified Member Portal and log in using your UAN and password.
  2. Verify Service History: Check your Service History to ensure it reflects either 5 years (for purchase) or 10 years (for loan repayment).
  3. Initiate the Claim: Select Online Services > Claim (Form-31, 19, 10C & 10D). Verify your bank account number.
  4. Select Purpose: Choose PF Advance (Form 31). From the dropdown, select either Purchase of site/house, Construction of house, or Repayment of housing loan based on your eligibility.
  5. Upload Documents: Enter the required amount. You must upload a clear PDF scan of your cancelled cheque/passbook. For loan repayments, you must also upload the outstanding loan certificate from your bank. For purchases, upload the property registration agreement or builder allotment letter.
  6. Submit: Authenticate the submission using the Aadhaar OTP.

Troubleshooting Common Rejections

  • Non-Transfer of Previous PF: The #1 reason for housing claim rejection is the system calculating less than 5 or 10 years of service. If you haven't merged your old PF accounts into your current UAN via a Form 13 transfer, the system will only see your current tenure.
  • Property Ownership Mismatch: If the property or loan is solely in the name of your spouse, but they are not a co-applicant or you are not a joint owner on the official registry, the EPFO will reject the claim.
  • Illegible Lender Certificates: Ensure the bank certificate showing your outstanding loan balance is signed, stamped by the branch manager, and scanned clearly as a PDF.

Official Verification & Sources

  • Statutory Basis: Paragraph 68-B and 68-BB of the Employees' Provident Funds Scheme, 1952.
  • Processing Rules: 2026 EPFO Framework (EPFO 3.0) updates regarding the 25% corpus retention rule.
  • Taxation Exemption: Because both provisions require 5+ years of continuous service, the withdrawal is fully exempt from TDS, and no tax declarations (like the new Form 121) are required.
