EPF 90% Pre-Retirement Withdrawal 2026: Form 31 (Para 68-NN) Rules

Published: Oct 12, 2026 • Reviewed by Senior Compliance Retainer Panel

As you approach retirement, transitioning your finances for the next phase of life becomes a top priority. Whether you need capital to build a retirement home, invest in a Senior Citizens Savings Scheme, or simply secure your funds early, the Employees' Provident Fund Organization (EPFO) offers a special pre-retirement withdrawal window.

Under Paragraph 68-NN of the Employees' Provident Funds Scheme, senior members can withdraw the vast majority of their accumulated PF wealth before officially retiring.

Often referred to as the "90% PF Withdrawal Rule," this provision is unique among Form 31 advances. Here is the complete compliance guide to understanding your eligibility, the exact withdrawal limits, and how this specific rule bypasses the newer 2026 retention restrictions.

Statutory Eligibility: The Age 54 Rule

Most EPF advances (like medical, education, or housing) are based on the number of years you have contributed to the scheme. Para 68-NN, however, is strictly based on your age and proximity to superannuation (retirement).

To qualify for a pre-retirement final advance under Para 68-NN, you must meet the following statutory condition:

  • You must have attained the age of 54 years, OR
  • You must be within one year of your retirement on superannuation.

(Note: Since the official EPF retirement age is 58 years, attaining the age of 54 is the primary trigger that makes you eligible for this advance).

Withdrawal Limits: The 90% Entitlement & 2026 Exemption

The financial limits for a Para 68-NN advance are the most generous of all Form 31 partial withdrawals.

The 90% Limit

Eligible members can withdraw up to 90% of the total amount standing to their credit. Unlike education or marriage advances that only allow you to withdraw your own employee share, the 90% calculation under 68-NN applies to the total corpus—which includes your contribution, your employer's contribution, and all accumulated interest.

Exemption from the 2026 Mandatory Retention Rule

Under the sweeping EPFO 3.0 framework introduced in 2026, most partial withdrawals (Form 31) are capped by a rule requiring 25% of the total corpus to remain in the account to protect retirement wealth.

Crucial Compliance Exemption: Because Para 68-NN is explicitly designed as a pre-retirement transition of funds, it is exempt from the 25% mandatory retention rule. The system is legally mandated to allow up to a 90% withdrawal for qualifying senior members.

Para 68-NN (Form 31) vs. Final Settlement (Form 19)

It is important not to confuse a pre-retirement advance with a final settlement:

  • Form 31 (Para 68-NN): You are 54+ years old but are still actively employed and contributing to EPF. You want to withdraw 90% of your corpus while keeping the account active until you officially retire.
  • Form 19 (Final Settlement): You have officially retired at age 58, or you have quit your job and remained unemployed for at least 2 consecutive months. This form closes the account and withdraws the remaining 100%.

How to File a Para 68-NN Claim Online

Senior members do not need to visit the regional EPFO office to process this high-value claim; it can be done completely online via Aadhaar authentication.

  1. Log into the Member Portal: Access the official EPFO Unified Member Portal using your UAN and password.
  2. Verify Date of Birth: Go to the Manage > Basic Details tab. This is the most critical step. Your recorded Date of Birth must mathematically prove you are 54 years of age or older.
  3. Initiate the Claim: Click the Online Services tab and select Claim (Form-31, 19, 10C & 10D).
  4. Verify Bank Account: Enter the last four digits of your registered bank account number and click Verify. Agree to the Certificate of Undertaking.
  5. Select Form 31 and Purpose: Click Proceed for Online Claim. Select PF Advance (Form 31). In the purpose dropdown, select 90% Withdrawal before retirement (or equivalent wording).
  6. Enter Amount & Upload Document: Enter the desired amount (up to 90% of your total balance). Upload a clear, scanned PDF of a cancelled cheque or bank-attested passbook.
  7. Aadhaar OTP Authentication: Check the self-declaration box, click Get Aadhaar OTP, enter the OTP sent to your mobile, and submit.

Troubleshooting Common Rejections

  • Date of Birth Mismatches: The system strictly validates your age against your Aadhaar data. If your Date of Birth in the EPFO database differs from your Aadhaar, or if it calculates you to be 53 years and 11 months old, the system will automatically reject the claim. Submit a Joint Declaration form to correct your DOB if necessary.
  • Inactive PAN / KYC Issues: Because 90% of a lifetime PF corpus is typically a massive amount (often running into lakhs or crores), ensuring your PAN is actively linked and verified is critical to avoid massive TDS deductions or claim suspension.

Official Verification & Sources

  • Statutory Basis: Paragraph 68-NN of the Employees' Provident Funds Scheme, 1952.
  • Processing Rules: 2026 EPFO Framework (EPFO 3.0) confirming the Para 68-NN exemption from the standard 25% corpus retention requirement.
  • Portal Workflows: Current age-validation procedures verified via the official EPFO Member e-Sewa Portal.
